Leland M. Hairr, Ph.D.
Lee Hairr is a co-founder and has been President of EEA, Inc. since its founding in 1979 as Energy & Environmental Analysts, Inc.  Dr. Hairr has been in environmental consulting for over 30 years.  Prior to founding EEA, he had been Senior Vice President of the Environmental Division of a national environmental and occupational health-consulting firm owned by the Equitable Life Assurance Society insurance company.

At EEA, he has been the Principal-In-Charge of air quality and noise studies, Phase I Environmental Site Assessments, Environmental Impact Statements and Environmental Management Systems, as well as CEO.  Currently, he is the Principal-in-Charge of the Phase I/II Environmental Site Assessments for the NYC Watershed Management Acquisition Program in the Catskill, Delaware, and Croton watersheds for the NYC Department of Environmental Protection (NYCDEP) as well as for many private sector clients.

Professionally, he has served on ASTM and ANSI national standard committees that developed standards for Environmental Site Assessments and Environmental Management Systems (ISO 14001).  He is also a member of the metro New York chapter of the American Planning Association, having served as a past chair of the environmental committee.

Dr. Hairr received his Ph.D. from New York University’s School of Engineering and Science in 1974, and from 1988 to 2001 he was an instructor in the Master’s Program at NYU’s Real Estate Institute in Manhattan.  He is author of “Environmental Issues in Real Estate Acquisition and Development” in The Real Estate Development Manual (Warren Gorham & Lamont).

Active in the community, Dr. Hairr served on the Board and as President of The Family Service League of Suffolk County.  He is currently on the President's Advisory Council.  In 1993, he received Newsday’s Volunteer of the Year award.   Currently, he is on the Board of Directors of The Friends of the Bay for Oyster Bay/Cold Spring Harbor, the North Shore Land Alliance Inc. in Old Westbury, and The Society for the Preservation of Long Island Antiquities

He also has been Mayor of the Village of Lloyd Harbor since 1999 and previously served as Chairperson of the Village Planning Board and the Environmental Review Board.  He is active in the Suffolk County Village Officials Association, currently serving as President.  He is also active in the New York State Conference of Mayors.                                             top
   
 
 
 
Allen Serper, P.E.
Allen Serper, P.E., is a co-founder and has been Vice President of EEA, Inc. since its founding in 1979 as Energy & Environmental Analysts, Inc.  Mr. Serper is the Principal-In-Charge of EEA’s Phase II/III Hazardous Materials  Subsurface Testing and Remediation Group.

Mr. Serper’s other engineering activities at EEA have involved the technical and managerial responsibilities associated with the design and permitting of municipal landfills, hazardous waste disposal facilities, and transfer stations.

Prior to founding EEA, Mr. Serper was Vice President of Environmental Engineering at Equitable Environmental Health, Inc.  Over the years, Mr. Serper has managed many significant and innovative environmental engineering projects ranging from the design and implementation and start-up of a nerve gas incineration/pollution control system to respirable dust control systems for use in underground coal mines.

Mr. Serper received his Masters Degree in Mechanical Engineering from the College of the City of New York and completed predoctoral work in Chemical Engineering from Columbia University.  He has published many technical papers and articles relating to various aspects of environmental engineering.

Roy R. Stoecker Ph.D
Roy Stoecker is one of the three co-founder’s of Energy and Environmental Analysts, and has been Vice President since its establishment in 1979.  He formed and organized the Ecological Services Division of EEA.  Dr. Stoecker serves as the Principal-In-Charge of all ecological, water quality and marine environmental studies.  Prior to EEA, Dr. Stoecker was the Ecology Division Director of the Environmental Division of a national environmental and occupational health-consulting firm owned by the Equitable Life Assurance Society insurance company.

Many of Dr. Stoecker's project activities involve design of large-scale scientific/environmental programs.  He is currently Principal-in-Charge of the Army Corps of Engineers South Shore of Long Island Storm Damage Mitigation Program.  Both the Fire Island Interim Plan (FIIP) EIS and the Storm Damage Reduction Reformulation Study focus on natural resource assessments for storm damage protection.   As such, he is directly responsible for all of the natural resource studies presently underway.  These include offshore and backbay fisheries programs, benthic invertebrates, submerged aquatic vegetation, bottom profiling, and many other programs.

 Dr. Stoecker just recently began consulting for a proposed offshore wind energy project planned by Long Island Power Authority (LIPA).  Through a team effort with other consultants, Dr. Stoecker was involved in a preliminary study of the entire south shore to locate possible sites for an offshore wind farm. Dr. Stoecker contributed to a study that describes the natural resources on the south shore of Long Island and addresses sensitive issues involved in the building of an offshore wind farm.  Dr. Stoecker also spearheaded the Jamaica Bay Eutrophication Study, a marine aquatic sampling program designed to contribute data to a nutrient modeling program for the Jamaica Bay Estuary.  Another one of his programs involves the design and bio-engineering of created wetlands at the Fresh Kills Landfill.  This innovative project utilizes dredged materials as the wetlands underlayment thereby providing a beneficial end use for these materials.

In the past, Dr. Stoecker has been the principal-in-charge of numerous ecological siting feasibility studies.  He designed and directed multi-year ecological studies of the Hudson River Center site adjacent to the Javits Convention Center and the East River Landing site adjacent to the South Street Seaport in Manhattan.  Dr. Stoecker crafted an environmental study on the Great South Bay and associated barrier beaches, which included studies of avifauna, groundwater, and intertidal marsh vegetation in order to determine the potential impacts of residential development along the barrier beaches.

Dr. Stoecker is active in many environmental affairs relating to the Great South Bay and Barrier Islands.  He has served on the following committees:

Dr. Stoecker  received his Ph.D. in Botany from  University of Hawaii.  He is extensively published and author of   “Aquatic Studies at the Hudson River Center Site In: Estuarine Research in the 1980's:  The Hudson River Environmental Society Seventh Symposium on Hudson River Ecology ((1992).

Dr. Stoecker is also a writer of fiction novels and an accomplished woodworker, adding character to Garden City's office furniture.                                                      top
